加沙人道危機惡化 樂施會聯同逾百組織促全球立即行動
隨著以色列封鎖人道援助工作, 加沙地區正陷入嚴重飢餓。救援人員被迫與當地民眾在危險環境下排隊領取食物。隨著物資日益短缺，人道救援組織目睹當地同事與合作夥伴健康狀況不斷惡化。
以色列政府以軍事手段控制救援物資而建立的「加沙人道基金」已運作整整兩個月，樂施會聯同逾百個國際非政府組織發表聯合聲明，呼籲國際社會採取緊急行動，包括：立即開放所有陸路過境點、恢復由聯合國主導的救援協調機制，確保食物、清潔水、醫療用品、臨時居所物資及燃料等基本物資充足供應，結束封鎖，並同意即時停火協議。
加沙幾乎每日均有民眾在領取食物期間遇害。聯合國指出，截至7月13日，已有875人因而喪生，其中201人在救援路徑附近遇害，其餘則在物資分發點遇襲死亡，另有數千人受傷。同時，以色列軍方強制驅逐近200萬巴勒斯坦人限制他們在加沙不到12%的區域内。聯合國世界糧食計劃署警告，加沙目前情況已令救援行動難以持續，並強調以平民挨餓作為戰爭手段，屬於戰爭罪行。
諷刺的是，大量救援物資積壓在加沙境內外的倉庫中。人道組織已準備就緒，卻因封鎖無法運送物資。目前，加沙平均每日僅有28輛貨車的物資分發，遠不足以應付逾200萬人口的需求，許多人已數星期未獲援助。當地醫生指出，兒童與長者急性營養不良個案激增，急性腹瀉等疾病蔓延，市場空空如也，垃圾堆積成山，街頭常見成年人因飢餓脫水而倒下。有救援人員形容現時兒童的情況：「孩子們告訴父母他們想去天堂，因為至少天堂有食物。」
由聯合國主導的救援系統並沒有失效，而是被刻意阻撓運作。救援組織有足夠的能力同物資，進行大規模發放，但因通道受阻，他們無法接觸到有需要的人，包括在當地疲憊不堪同飢餓的救援人員。雖然歐盟與以色列於7月10日宣布擴大救援行動，但這空洞的承諾沒有為當地帶來實質改變。若現況持續，意味著孩子將繼續挨餓，有更多人死於可預防的疾病。
巴勒斯坦人陷入希望與絕望的無盡循環，盼望救援與停火，卻迎來更惡劣的處境。在身心飽受創傷之際，生存對他們而言，已如遙不可及的幻象。救援工作不能建立在空洞的承諾之上，更無法在朝令夕改的指令下持續推進。
樂施會呼籲各國政府切勿坐視不理，必須立刻採取行動：
- 促成加沙永久停火
- 取消所有官僚與行政限制
- 開放陸路過境點，確保救援行動覆蓋全加沙
- 堅決反對軍事控制的物資分發模式
- 恢復聯合國主導的人道救援機制並支持秉持公正原則的人道組織
- 採取具體措施結束封鎖，例如停止轉讓武器與彈藥予以色列
